Yoda faces his failures within the dark side vergence and comes out with a change of heart. Because of Obi-Wan's counsel and his ultimate challenge for Yoda to confront his demons, Yoda decides that the best way to make amends for his failures is to train Luke.
“Fear” is the operative word here -- Yoda and Obi-Wan were afraid for Luke's fate, which is why they didn't want him to leave. They didn't believe that Luke was able to control his emotions, and that he'd give in to anger and rage after discovering Darth Vader's true identity.
