While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags's garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
It was also insinuated that the lead heroine believed that Mags previously suffered from a stroke, which would have cleared up her limited communication. Some fans had theorized that PTSD could have been a factor when it came to Mags' lack of talking, or possibly just her old age.
She mumbled every time she spoke; Katniss believes it is because of a possible stroke she may have had in the past. While in training for the third Quarter Quell, Katniss watched as Mags displayed her skill of being able to make fishhooks out of nearly anything.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.

Why didn t anyone save Finnick?
Finnick's death was essential to the narrative, as it upped the stakes of the plot and dealt with the harsh realities of war. Finnick's death added thematic depth to the story by highlighting the unfairness of life and war, and the manipulation and targeting of even those favored by the Capitol.
Acid fog was emitted throughout the arena on the second day of the Quarter Quell and left Peeta unable to walk. Finnick quickly learned that he couldn't carry both Peeta and Mags, so Mags heroically sacrificed herself by walking into the poisonous fog to allow the group to move at a faster pace.
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
Finnick was always very attracted to Johanna, but she didn't know what to think of him at first. They became friends, but nothing more. They kissed once in this book, when Johanna was drunk in District 4, but nothing more.
Before he rescued Peeta, Katniss saw Finnick as a threat and someone she will eventually have to kill. However, she admits she will never be able to kill him because he saved Peeta. She won't be able to look past the debt she owes him for saving Peeta's life.
Trivia. She has a granddaughter that participates in The 66th Hunger Games . However, that tribute dies anyway, even though she was a career. She died at age 80, the same age Furelle Faith died.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Dedication to the Rebellion: The female Morphling's sacrifice was a demonstration of her commitment to the rebellion against the Capitol [1]. She, along with other victors, knew the importance of keeping Katniss and Peeta alive as they were key figures in the rebellion [2].
Realizing that they would be killed by the fog if they could not move faster, Mags kissed Finnick and courageously sacrificed herself by walking straight into the fog so Finnick, Katniss, and Peeta could live.
Taping magazines together in order to speed up reloading became so common among troops using the M1 Carbine that the U.S. military experimented with the "Holder, Magazine T3-A1", which came to be referred to by some infantrymen as the "Jungle Clip".
Johanna remains in the Capitol for quite a while, and she and Peeta are tortured for information concerning District 13 and the mockingjay rebellion. While in the Capitol, Johanna's entire head is shaved, making her bald.
She's from District 4 — a fishing-centric District located in the Pacific Northwest, where Finnick hails from — and witnesses another competitor behead her fellow District tribute during the Games. She survives when the arena gets flooded, by virtue of being the best swimmer, but is left with permanent emotional scars.

Finnick Odair was a male victor from District 4 and won the 65th Hunger Games at 14, making him one of the youngest victors in Panem history. Ten years later, he was reaped once again into the Third Quarter Quell, of which he was one of the survivors.
Haymitch Abernathy, the mentor for Katniss and Peeta in The Hunger Games, won his own Hunger Games through smart tactics and outsmarting his opponents. Winning the Hunger Games came at a great cost for Haymitch, as President Snow ordered the death of his family and girlfriend as punishment for his rebellion.
It is probable that she and Gloss were physically stronger than most of the other victors, being relatively young and from District 1. It should be noted that it is implied that Cashmere was a victim of prostitution by President Snow, alluding to her physical attractiveness.
Seneca Crane was executed after Katniss's and Peeta's suicide stunt at the end of the Games, and the act was intended to remind the Gamemakers of his fate and suggest that they could suffer the same. Katniss's act, in other words, was an attack on the Gamemakers and wasn't about maintaining her personal integrity.
Johanna Mason won her Hunger Games by hiding her skills, and then defeating her remaining opponents with an ax. After winning the 71st Hunger Games, Johanna lost her entire family and everyone she loved to the Capitol.
