This is easier to understand if you read the book. It's a dual meaning. In the sewer there is water and dead bodies float but it's bigger meaning is you'll float in the deadlights. The deadlights are IT's true form in the macroverse.
A common interpretation of this phrase is that it refers to where the souls of IT's victims go after they die, as they wouldn't go to heaven nor hell, staying instead in the “deadlights”, which would be a sort of limbo, thus “floating” in that middle point for eternity.
The simplest and most obvious interpretation is that all the talk of floating is a reference to the fact that Pennywise (aka the titular "It") murders his victims and drags them down to the town's sewer system where he dwells, which is full of water. And what do dead bodies do in water? That's right — they float.
That means that when he takes a child, he makes them float by forcing them to look into his mouth, which contains orange lights called deadlights. These lights drive humans insane by looking at them, and somehow, they float in midair.
He had his arm torn off by Pennywise and he was dragged into the sewer. The meaning of his floating is left ambigious in both the book and the film. In the film the floating seems to be the fate of most of It's victims.
A neighbor witnesses his disappearance, but the fact his body is never found gives Bill hope Georgie somehow survived. Pennywise prays on this in the film, using that hope to lure Bill in the finale. Bill later finds the tatters of Georgie's coat and finally accepts his brother is gone.
Georgie's death was unique in It. While Pennywise's later victims were composed exclusively of high school students, Georgie was only six when he died. The added horror of killing someone so young and innocent immediately established Pennywise as a terrifying villain.

IT is a shape-shifting creature known as a Glamour who is billions of years old. Although it lived on planet Earth for many years, Pennywise originated in a void/dimension outside the regions of space known as the Macroverse.
In the novel Georgie was left on the street to bleed to death while the full extent of his fate is fairly ambiguous in the miniseries, but here he's dragged screaming wholly into the sewer where we can assume Pennywise ate his physical body.
