Cinna is one of the few people who understands her defiant spirit and courage, and in turn, he creates the "girl on fire" theme to remind the audience of her personality.
After Katniss's surprisingly high training score is announced, Haymitch explains that they must have liked her “heat.” Cinna calls her “the girl who was on fire” again, this time using “fire” to refer to Katniss's spirit and temperament.
Because of this costume, Cinna nicknamed Katniss "the girl who was on fire", which was eventually shortened to "girl on fire". For her interview, Katniss's prep team painted flames onto her fingernails and toenails, and she wore a bejeweled dress with a flame design.
Their relationship was all friends. They trusted each other, but that doesn't mean they had romantic feelings for each other. Plus, Cinna's too old for Katniss.

What does Cinna want Katniss to be known as?
The realization that Cinna was actually a rebel the whole time and that he wanted for her to be the Mockingjay gives Katniss an additional edge to support the rebellion. This knowledge was kept from Katniss at Cinna's request until she agreed to be the Mockingjay as he wanted her to autonomously make her decision.
Cinna puts her in a simple dress that recalls candlelight and makes her look young and innocent. He says Peeta will like it, but Katniss knows Cinna has some other reason that has to do with the Capitol. She is taken to a waiting area under the stage where she meets Haymitch.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.

Due to the horror of his Games, his grief over his family's and girlfriend's deaths, and the overwhelming guilt he felt from being obligated to participate in the Games he hated while each and every one of his mentored tributes died in them, Haymitch turned to alcoholism to cope with his issues and feelings.
Rue dies and Katniss realizes just how much she hates the Capitol for doing this to Rue, for doing this to all of the tributes. She wants revenge on the Capitol and wonders if there's a way for her to do it.
He serves as an oasis of calm for Katniss because he is one of the first people from the Capitol who treats her like a person. Cinna openly acknowledges the tragedy of her position and the cruelty of the games, but he also encourages Katniss not to abandon hope. He gives her a measure of dignity she did not expect.
