Eyebrows are typically darker than a human's head hair. In animation where it is especially important to be able to easily discern a character's emotions through facial expressions, it is pretty much a requirement to have eyebrows. And an animator would really not want light-colored eyebrows on pale-as-snow skin tone.
Elsa was born with blond hair so light that it appears white. Her powers made her hair turn white. If she had not been born with powers she most likely would have had brunette hair like her mother or maybe her dad's light brown hair.

Rapunzel is seen in Frozen world proving that rapunzel is set not in 1700s but 1800s and in early 1870s when shipwreck happened. Rapunzel is is cousin of Anna and Elsa on father's side.
