Thranduil is a Sindarian elf, one of the high elves, and as such, has a claim to rule the silvan elves who follow him, whereas both Galadriel and Elrond are a mixture of types, from Telerin to Noldorin to Vanyarin.
Because Thranduil is the King of the Woodland Elves or well… Silvan Elves. He had the objected title of such because he chose to. Meanwhile, Elrond is 'lord' because he didn't wanna uphold the title of King of the Noldor.
There is no record of any relationship between the the houses of Thranduil and Galadriel. Surely Galadriel would have mentioned it when she met Legolas. No, Legolas was a Silvan Elf whereas Galadriel was Noldorin.
Galadriel, by a long, long way. She's essentially the most powerful non-angelic being in the setting by the end of the Third-age. About the only feats we have that are comparable between them (they have very, very different skillsets, so far as we see) both come in Return of the King/Appendices.

In contrast to other prominent Elves, such as Thranduil, the Elvenking of Mirkwood, or his son Legolas, the Prince of Mirkwood and expert archer, Elrond was still more powerful due to his involvement during keys events of Middle-earth and possessing a Ring of Power.
Thranduil would be older than Elrond. When Doriath was destroyed and the child Elwing (Elrond's mother) was brought to the Havens of Sirion where he met Earendil and eventually wed when they got older, and had then conceived Elrond and Elros.

it's more reasonable to think that legolas from lotr shared the same name as a 1st age noldorin elf than to assume that he's older than elrond. The Glorfindel who died in battle with a balrog at the fall of Gondolin is the same one who, like Gandalf, was returned to a living body because of his bravery and strength.
