What makes Zootopia a utopia and the city of Judy's dreams is that it appears to be “where anyone can be anything.” Zootopia confronts people with three utopian ideals: of security and social order, of individual self-determination and fulfillment, and of a just multispecies society.
In order to survive, the zoo must sell tickets, animal figurines and sponsorships, crackers for feeding the elephants, giraffe art, and the like. Ultimately, the zoo's presentation of nature is utopian, in the sense that it confirms current ideals and makes room for hope about nature's future.
The film illustrates how even a seemingly perfect society can be afflicted by prejudices, causing the entire utopian system to crumble. Nick's character most prominently displays the dangers of racism and how stereotypes can have a deep impact on a person's life.

It depends. If it was always a world where animals were dominant, than it would be closer to a utopia, although the way the movie portrays their society, they are not really utopian, but more like a Capitalistic Republic.
At least not necessarily, not by itself. Furries are people who are fans of anthropomorphic animals, of which Zootopia has nothing but, so naturally furries are going to be drawn to the film. But there is a lot more to like about the film, plenty of other reasons to be a fan of it.
