Now, King doesn't offer an explanation as to why Pennywise is named like that, and the name doesn't seem to have any cultural significance except for the old English saying “Penny Wise, Pound Foolish”, which refers to being stingy about less expensive things but not so much on big things.
However, it's favorite and most common form is that of a circus performer named "Pennywise the Dancing Clown," as most small children love a clown and generally, it seems that the people in Derry happily accepted the presence of a stray circus performer.

Georgie Elmer Denbrough is a fictional character created by Stephen King from his 1986 epic horror novel It. Georgie is the younger brother of Bill Denbrough, and falls prey to Pennywise the Clown. He is used by Pennywise to taunt Bill throughout the novel.

Pennywise pretty much made Derry the perfect place for a creature like itself to live, and with the whole town under its control and with a lot of children (and adults) to feed from, IT didn't really have reasons to leave Derry.

One of Pennywise's most recognizable features though is his ridiculously large head. My theory is that he's got such a big head because when he first came up with his Pennywise shape, he was basing his appearance on the humans that he had spent most of his time with: infants.
