Nimoy was approached to direct Star Trek Generations, as well as appear, but turned down both roles as he felt that Spock's part in the film was not significant enough. The intention had been to include Shatner as Kirk, Nimoy as Spock and Kelley as Leonard McCoy.

William Shatner, Scotty, and Chekov were the only original cast members to sign on for Generations, others felt their cameos were undignified. Nimoy returned to Star Trek 15 years later for J.J.
Nimoy subsequently turned down the directing role on Star Trek Generations as he wanted to rework the script, and refused reprising the role of Spock for what was essentially a cameo appearance; and his character's lines were subsequently given to Scotty.
The producers asked George Takei to come back and play Sulu one more time, and take the helm of the Enterprise-B. But Takei refused, because if Sulu had taken the helm, this would have meant temporarily reducing Sulu's rank, so that he could serve under Captain Kirk again.
However, the studio was adamant that Star Trek Generations primarily focused on TNG's actors since they would carry the Star Trek movie franchise forward. As a result, and despite the integral William Shatner signing on, both Leonard Nimoy and DeForest Kelley decided not to appear in the film.

What happened to Kirk after generations?
Upon Kirk's death at the end of Star Trek Generations, Captain Picard buried him on a rocky Veridian III mountaintop. After Starfleet rescued the crew of the destroyed USS Enterprise-D and retrieved its crashed saucer section, Kirk's corpse was also recovered.
When did Gene Roddenberry leave Star Trek: The Next Generation?
In 1987, the sequel series Star Trek: The Next Generation began airing on television in first-run syndication; Roddenberry was involved in the initial development but took a less active role after the first season due to ill health. He consulted on the series until his death in 1991.
He wasn't left out, though. We know what happened. Sulu became captain of the Excelsior, served with baby Tuvok, Janice Rand, which we saw in both the Undiscovered Country and in the Flashback episode of Voyager. We also know, thanks to Generations, that he had a daughter named Demora.
Sulu, on the other hand, was absent from nine consecutive episodes in the middle of the season, the result of a film George Takei was working on over-running.

Sulu takes command of the Enterprise during the encounter with the Klingons. Sulu's command console explodes in his face in 2267. Sulu was attacked and thrown out of his helm seat by Spock when Spock raged out of control due to the effects of one of the flying parasites that had invaded the planet Deneva.
Demora Sulu was a Starfleet ensign serving aboard the Excelsior-class USS Enterprise-B under the command of Captain John Harriman in 2293. The daughter of Hikaru Sulu, she carried on her father's legacy as helmsman of the Enterprise.
