It reveals how the gift of the dam to the Northuldra wasn't truly a gift; rather, it was a trick from Arendelle, attempting to weaken the native people by limiting their water supply in order to get them to depend on Arendelle. The only one who was aware of the trick was King Runeard, Elsa and Anna's grandfather.
Over the course of the film, Anna and Elsa learn that the dam was actually a Trojan horse attack on the peaceful Northuldra because of their grandfather's wicked suspicion of magic-practicing peoples. The dam has, somehow, shrouded the Enchanted Forest in an everlasting fog.
Anna was able to incite the earth elementals to destroy the dam with rocks. This restored balance to nature allows the spirits to awaken Elsa from her frozen state to aid in keeping the water from engulfing Arendelle.
Although Frozen's greatest difficulty for Frozen was the winter snow, Frozen II is set in fall; its main challenge was how to consistently depict the wind and "pass that downstream". Frozen II's animation software was influenced by the software in several other Disney films.
The symbolic explanation for why Elsa froze is more straightforward. Elsa freezes in response to the trauma of discovering her family's colonial past. Similar to the plot in Frozen, Elsa is overcome with emotion and loses control of her powers — she is so overwhelmed by her own ice magic that she is literally frozen.
