Years after witnessing his father murder his mother when he was a child, Hunter became a serial killer. Following the S.T.A.R. Labs particle accelerator explosion, Hunter was affected during electroshock therapy by the dark matter emitted, giving him superhuman speed and various other abilities derived from it.
After finding out he was dying from cellular degeneration caused by his own speed-enhancing velocity serums, Zoom discovered the multiverse and began exploring it to steal the speed of other speedsters to cure his condition and become the fastest speedster in the multiverse, eventually targeting Barry Allen of Earth-1.
Since Zoom isn't actually moving at great superhuman speeds (rather, he is greatly slowing downtime relative to himself and can make himself so "fast" that even most of the Flashes look to him to be moving in slow motion instead), the Flashes cannot steal his speed when he is moving.
In order to convince S.T.A.R. labs that he isn't a bad guy, he uses a younger “Time Remnant” version of himself and convinces his past self to pose as Jay. THIS is the Jay Garrick that we saw Zoom kill.
He replicated the accident that gave the Flash his powers, but was driven insane and became obsessed with ruining the Flash's life upon learning that he was destined to become his greatest enemy–the Reverse-Flash. Fueled by jealousy and hatred, Thawne travels throughout time to torment and destroy the Flash's life.

Why did Zoom turn evil?
Hunter came to the conclusion that Wally's refusal to help was because of never suffering a personal tragedy unlike Barry Allen. Hunter became the supervillain "Zoom" (aka the second "Reverse-Flash") to bring tragedy to Wally's life, believing that this was the only way to make Wally a better hero.
The first reason is simple—that we're used to seeing ourselves in the mirror, and in numerous apps, we're looking at a flipped version. This means that any even minor asymmetrical features we may happen to have are exacerbated by that swap, whether it's a slightly droopy eye or a dimple.
He's actually not aware that Zoom is also Jay Garrick, and is conveniently out of the room every time Zoom enters (we'll get to that in a second). He's the one who died, and had his dead body dumped on the floor last episode.
When Barry got his Tachyon device, he was running faster than Zoom, who was over 4x faster than Barry's fastest ever speed. Which is obviously faster than we've seen Reverse-Flash. But Barry was never able to catch Eobard when he was running (excluding his past self) so we've never seen Reverse-Flash at top speed.
He doesn't need a cosmic treadmill to travel through time like Barry once did, and has even outrun death (in the form of the Black Flash) just like his uncle. In the series Flash Forward, it was determined that Wally West is the fastest being in the whole Multiverse.
In the comics, Godspeed is a few notches faster than Barry Allen as shown in the above photo where he struggled to keep up with him. The only way Barry was able to stop the villainous speedster was to "short-circuit" both their connections to the Speed Force, which temporarily cuts off their super speed.
During the race/battle Barry creates a clone of himself from a different time and that Barry sacrifices himself to stop the machine. Then the speed force gets mad at Zoom for tampering with time so it spends speed demons to kill Zoom and Barry wins.
With Barry, Wally is faster than him and for Wally, the only person who has ever been faster than him was Zoom but Wally was able to figure out how to overcome the villain's advantage.
Thus, it can be speculated that Zoom no longer qualifies as Pure Evil in the current timeline. However, as the Zoom seen in the series finale is the one from the original timeline before his death at the hands of the Time Wraiths, Zoom still qualifies.

Thanks to his unique power set, Zoom can keep up with the Flash without feeling directly parallel to him. This makes him one of the Scarlet Speedster's best-ever villains as opposed to blunt antagonists like Reverse-Flash.
Zoom wasn't fast enough to create a speed mirage between universes. But he is able to make a normal one like Reverse Flash. Zoom is actually faster. Guys, to be honest, Zoom would beat Reverse Flash and then Savitar would beat Zoom and Flash would beat EVERYONE!!!
