Why did they make Hulk so weak?

There's no question the Hulk is a near-indestructible force who comes out on top in almost all of his battles of pure strength. However, against Superman, he's outmatched. While Hulk's strength might rival that of the Man of Steel, Superman's other abilities give him a considerable edge against his opponent.
They can cut through steel like butter. They have been shown to pierce Terrax, and damage Ultron, two highly durable & invulnerable characters (New Avengers v3#5 & Avengers v3#21); why not also Hulk? However, they are not identical. Deadpool has the superior healing factor, significantly. Professor X once stated that Wolverine could, most likely, be killed if he was decapitated. Deadpool can still move his body around normally even with a decapitated head.
Like Deadpool and Wolverine – but way less publicized – the Hulk has the ability to grow entirely new tissue and heal from most wounds in just seconds. Severe wounds as well – including the near-complete destruction of his body mass – are also no match for the healing abilities of the Hulk.
