Despite sharing so many similarities, Matt Reeves has already dismissed the notion that The Batman and Todd Phillips' Joker are set in the same universe.
Their relationship is driven forward by the Joker's bizarre fascination with Batman and The Caped Crusader has even stated that, in his own way, the Joker is in love with him. The Joker views himself as Batman's greatest necessity and in most origin stories, Batman was responsible for the creation of the Joker.

While the Caped Crusader has repeatedly denied feeling anything towards the Joker other than unquenchable rage, the villain has on multiple occasions professed his love for Batman. Throughout their 80 year history, the Joker has shown romantic affections for the Dark Knight in some of the darkest (and funniest) ways.
The Joker is basically the antitheses of Batman. Batman is about order and justice and NEVER killing. The Joker is about chaos and doing whatever the hell he wants, and kills people all the time. Batman certainly does not see The Joker as a friend, or in any other positive way.

If Batman's gone, Joker is forced to confront how little he has in his life. Sure, Joker could just strike up a new antagonistic relationship with another DC hero, but Joker doesn't want another hero.
They are two sides of a coin, which is why they make perfect enemies. Batman loves and respects his Bat-Family while the Joker abuses Harley Quinn in a toxic relationship and is willing to kill his henchmen for the smallest mistakes. It's like the old saying goes: opposites attract.
