As a result, the transformed Surfer became more ambitious than his Earth-616 counterpart. As he traveled the galaxy serving as his Herald, the Surfer secretly coveted Galactus' power, and worked on a means of destroying him. Eventually, the Surfer succeeded, "nullifying" Galactus and killing him.

If it wasn't for the energy absorbing abilities of the Power Cosmic, Superman would easily win this fight. He's Surfer's superior in just about every way but power, and has beaten enemies who were vastly more powerful than him in the past. However, this skill would allow Surfer to win.
At the very least, Silver Surfer equals Iron Man's current powers as he also wields the Power Cosmic, making him the answer to stopping the hero as he becomes more out of control.
Silver Surfer has faced many foes in his day, threats that would freeze the blood of the most stalwart heroes but Darkseid is a being that would get the best of him. Surfer could make quick work of Darkseid's lackeys, but it's the God of Evil himself that would prove to be too much for him.
Although both are very powerful characters in the Marvel Universe it would definitely be Odin. The Surfer has awesome energy generation and control and can regularly challenge universal threats, but Odin is a Skyfather with magic that can destroy galaxies.
