Bonnie didn't own Woody at first, she took him to her house to play with him when he still belonged to Andy, (who at that point wasn't a kid anymore, because Toy Story 3 takes place 10 years after the second film) at the time. Woody didn't become Bonnie's toy, until Andy gave him away to her at the end of the movie.
This need was fulfilled by the end of Toy Story 3. Though initially hesitant, Andy decided to part with Woody for Bonnie's happiness and Woody fully embraced his choice.
