Finnick manages to kill multiple mutts and attempts to escape with the rest of the group, but one mutt drags him back down into the water. The remaining mutts end up overwhelming him and devouring him, with his suffering only cut short by Katniss using her Holo's self-destruct to grant Finnick a quick death.

Finnick's death scene in The Hunger Games: Mockingjay - Part 2 is one of the most emotional and controversial moments in the franchise. Finnick's death was essential to the narrative, as it upped the stakes of the plot and dealt with the harsh realities of war.
LAST: "Katniss!" In a full-circle moment, Finnick's last line is also Katniss's name. He's being attacked by mutts under the Capitol, and after killing a significant amount of them, he's swamped. He begs Katniss to end his suffering.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
Finnick describes how Snow used him, and other desirable victors, sending them as sexual favors to gain influence over members of the Capitol. Finnick's “patrons” would share secrets with him, and this is how he learned that Snow rose to power by poisoning his rivals, his enemies, and even himself to deflect suspicion.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.

In a way, Finnick has outsmarted Katniss here by saving Peeta's life. Now Katniss "will never stop owing Finnick." He's done her the kind of favor she can't easily pay back; now she can't let him down.

I think the reason Finnick loved Annie so much was because she wasn't like the rest of them. She never was like drooling over him.. It was a simple pure love.
