In order to keep the baby safe, Odin had to make him look like a human immediately, but instead of making him look like Thor, he chose Hela, as a constant reminder of his daughter.
Adopting Loki and using sorcery to alter his appearance to make him appear to be an Asgardian, Odin raised Loki and his biological son, Thor, with his wife Frigga. As they grew up, Loki always felt that he was always living in Thor's shadow, envious to the fact that Thor was meant to be king instead of him.
When Odin's own wife Frigga was killed at the hands of the Dark Elves' leader Malekith, Odin vowed revenge on them, no matter the cost, putting him at odds with his son. After faking his death, Loki cast a spell on Odin, banishing him to New York City while masquerading as Odin and ruling Asgard himself.

Modi Thorson was the son of Thor and the goddess of Death, Hela from the Ultimates timeline. The story of his conception and birth begins with the aftermath of an event called Ultimatum, which is also considered to be one of the worst event comics ever.
Theory: Loki Based His Appearance On Odin's Memories Of Hela
When Odin touched baby Loki, he saw Odin's memories and saw his imprisoned daughter Hela, so he took a similar appearance. A different interpretation of the theory says Odin intentionally changed Loki's appearance and made him look like Hela.
Odin's treatment of his sons, Thor and Loki, reveals his lack of morality and willingness to sacrifice familial ties for power and control. The introduction of Balder the Brave and Odin's omission of his existence suggests a darker side to Odin's character, as he seemingly erased his own son from memory.

The spell Odin used on Loki us 100% permanent. High says that Loki's alternative name is Lopt, that he is the son of the male jötunn Fárbauti, his mother is "Laufey or Nál", and his brothers are Helblindi and Býleistr.
In 2010, Odin finally entered the Odinsleep after his adoptive son, Loki, berated him for not telling him of his true heritage as the son of Laufey. The Einherjar escorted his unconscious body to his bed, where his wife, Frigga, watched over him.
Loki shapeshifted and turned himself into an alluring female horse to draw Svaðilfari away from helping the master builder complete Asgard's fortifications. When they were together, Loki and Svaðilfari mated. Loki subsequently became pregnant and gave birth to Sleipnir.
The trickster god had become jealous of the praise being heaped on Aegir's two servants, Fimafeng and Eldir, who were looking after the deities. Loki's jealously turned into rage and he decided to kill Fimafeng, which in turn brought on the wrath of the other gods who drove him from the hall.
To sum it all up, Hela was the oldest child of Odin at the time of his death. She began to inherit the source of his power, the Odinforce, and that's why she began to grow more powerful the more time she spent in Asgard. It was the place, as well as the inheritance process moving along, that kept boosting her power.
As Odin's right hand, Hela saw anyone standing in their way of domination of the Nine Realms as an enemy of Asgard. When Odin decided to become a benevolent king and have Thor, he imprisoned her in Hel for some millennia, erasing her from Asgardian history.
