Did Palpatine ever care for Padmé Amidala or was he just using her as a tool in his plan? No, he never cared for Padme beyond her utility in his schemes and once he had no further use for her he was perfectly willing to have her killed.
First, Palpatine did not know the truth about what had happened to Padme. But it was more fun to tell Vader that he had killed her to anger him. Padma was buried with her belly still appearing as if she was pregnant. To any Imperial observers, it would have appeared she had died before birthing any children.
It was not that Palpatine actively forced the process. The only thing he did was set the medical team on repairing Anakin's injuries, and tortuously keep him awake through it. The transfer of life force happened subconsciously through the bond between the two.
So overall, it seems highly likely that the answer is no, Palpatine didn't have the power to save Padmé's life. He hadn't even begun learning the power when Anakin became Darth Vader, and the idea of saving lives was of no interest to him.

Why did Vader stay loyal to Palpatine after Padmé died?
He still believed Palpatine was telling the truth when he said he would help save Padme. So, from Vader's distorted point of view, Palpatine had done nothing wrong and was the only person left by his side. And rather than lose everyone in his life, he figured he might as well commit to his life as a Sith.
And he's already murdered Mace Windu at Palpatine's behest, more or less by stabbing the Jedi in the back. The canonical comic Star Wars: Darth Vader #7 confirms the younglings' deaths caused Anakin grief, self-loathing, hatred, and pain, fueling his descent even further into the Dark Side.
Sadly the Clone Wars would have still happened, but Padmé would have also survived, giving birth to Luke and Leia who would have probably been inducted into the Jedi Order. As for what would have happened between the two, with their marriage and all, that's a bit tricky.
