Plutarch Heavensbee was the a Gamemaker for at least one year in 74 ADD and was a Head Gamemaker in 75 ADD, and the last one as well. Is Plutarch a villain in The Hunger Games?
He helped end the Hunger Games, but he still supported re-establishing them to punish Capitol children. In the end, Plutarch was like most all the other The Hunger Games characters - filled with a mix of both goodness and evil.
The female Morphling, however, appears almost coincidentally, and Peeta even mentions that they don't know her real name. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause.
He was obviously a big part of the rebel plan to keep Katniss alive long enough to be rescued from the arena. As head Gamemaker, he presumably had substantial control over when and how pods and mutts were activated.

As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
In the end, Katniss and Gale grew apart, as many childhood friends and young loves do. She needed something different in her life, and with Gale's link to Primrose's death, Katniss found a reason to cut ties. Johanna Mason developed an addiction to morphling while hospitalized in District 13 for the torture she endured in the Capitol. When she was weaned off, she instead dipped into Katniss's supply.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
