Why would Peeta be burning the bread intentionally?

Katniss's father, a coal miner, was killed in a mine explosion when Katniss was 11. After his death, Katniss's mother went into a deep depression and was unable to take care of her children.
Katniss stays with Rue as the 12-year-old is dying and Katniss covers her body with flowers. Then Rue's home district, number 11, sends Katniss a loaf of silver bread covered in seeds, an important gift in the arena when tributes must fight or scavenge for any food they get.
Losing Peeta made her see what she had failed to see. However, the series' frightening antagonist, President Snow, remained unconvinced of Kantiss' feelings in Catching Fire. But that also seemed to imply Katniss fell in love with Peeta during their second games.
Bread is also a gift from God: when Moses fed his people in the desert with food which fell from heaven, and during the last supper, when bread became the body of Christ. When Jesus multiplied the bread to feed the crowd, bread became a sign of sharing. It also symbolised the Word of God which nourished the crowds.
The people of District 11 show their gratitude for Katniss' kindness by sending her a loaf of bread. This is unique in the Games' history; never before has a district sent a gift to a tribute that was not its own. This is exactly the kind of interaction that the Capitol fears.
