Captain Cold has undergone experiments that have given him ice-based metahuman powers, including the ability to slow down the molecules around him, creating a field of inertia that reduces the Flash's speed to human level, allowing Captain Cold to touch him and effortlessly beat him.
Weaknesses. Cold Temperatures: Because speed is produced by a buildup in heat in the target's atoms, Flash is vulnerable to extreme cold temperatures. Under these conditions, Flash's speed is greatly reduced and direct exposure to such cold will temporarily stunt his healing capabilities.
Captain Cold might not have powers, but his infamous cold gun is specifically designed to be the complete opposite of Barry Allen's speed. It slows down molecules and frequencies, which causes them to freeze, and when it comes into contact with the Flash, it slows him down as well.

His hips and legs are light blue, decorated with boots and ice on it. In LEGO Batman 2: DC Super Heroes he has an Ice gun and is immune to cold environments.
He is fairly intelligent and a skilled leader and tactician, with particular skill in planning crimes. His careful study of his gun has left him with a certain level of mechanical engineering skill, and he is able to completely rebuild the gun from scratch with limited time and resources.

Hurting the Hulk would be hard for the Flash, especially since every missed attack would make the Hulk angrier. However, the Flash can always deploy the infinite mass punch, his most devastating attack. It would be a last resort but it would give the Flash the win.
Shazam is much stronger and more durable. He has a multitude of ways to incapacitate the Flash. Many of Flash's best attacks are lethal and likely could and would not be used. Shazam is not as fast as Flash but once Flash is tired, it's over.
When necessary, Goku has been faster than The Flash, but it's the source of The Flash's powers, and his years spent mastering the way he and his enemies respond to speed, that holds his best weapon.
In Green Arrow #26, Barry Allen claimed he needed to eat 50 times his body weight to make up for the calories he burns running around. Clearly, it's no problem for the Flash to throw down when it comes to eating, but it's interesting to see this is something that extends to other speedsters as well.
Allen fought villains like Captain Cold, the Weather Wizard, and Heatwave. The reason they were so successful against him was that Allen's powers were weak to extreme heat and cold.
Summary. In the 1980s DC Comic Super Power #2, Gotham villain Mr. Freeze was given a significant power upgrade after he was hit was a blast of Omega Energy, the same thing that gives cosmic villain Darkseif his powers.
Boomstick and Mr Freeze just had the more advanced technology out of the two. Wiz: Mr Freeze has developed a cryogenic suit and a gun, and the suit has resistance to certain types of attacks. Boomstick, while Captain Cold only developed a gun and special types of attacks for that gun. which means he had few counters.
