As strong as Kong may be, he's just not on Godzilla's level when it comes to raw power. What this means is that if their fight is just a contest of brute strength, Godzilla is unlikely to lose. That's why victory for Kong will have to depend on other factors, such as Kong's unusual axe and his agility.
Even though Kong put up an incredible fight against Godzilla twice, he still couldn't win out in the end. But what's interesting is that the movie still gives him a win.
We can't discount the possibility that Kong could get in a lucky punch, or perhaps use his smarts to trick Godzilla into some kind of trap or throw a weapon some considerable distance.
