The dress is yellow and makes her glow as if she's candlelight. Still, Katniss knows this look has been chosen specifically for her, how it makes her look innocent and very much like a young girl.
She manages to put the fire out, but her hands and calf are seriously injured. Eventually the attack ends and Katniss walks until she finds a small pool. The water soothes the burns.
After Katniss's surprisingly high training score is announced, Haymitch explains that they must have liked her “heat.” Cinna calls her “the girl who was on fire” again, this time using “fire” to refer to Katniss's spirit and temperament.
They want to rescue her so they can use her as a symbol for their revolution, and if she is grief-stricken over Peeta's death, she will be less useful.

How is Katniss still the girl on fire in a yellow dress that doesn t exclude flames?
Katniss getting burned is very ironic because she is known as "the girl who was on fire" during the opening ceremonies and her interview. Both outfits worn during these events had fake flames that dazzled the crowd. Now these real flames in the arena have caught Katniss.
Katniss was dressed as an innocent young girl in a yellow dress that resembled candlelight to draw attention away from her rebellious actions. “When President Snow gave the crown to Katniss, he gave her a venomous look that let her know he would get revenge.”
Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
Why did Katniss not shoot Gale when he was captured?

In Mockingjay, Katniss defied Gale's wishes when he was captured because she didn't want to see him dead. It seems like a nice thing for her to do, especially since Gale is soon able to escape out of the Peacekeepers' grasp because of the rebellion's "distraction".
The female Morphling, however, appears almost coincidentally, and Peeta even mentions that they don't know her real name. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause.
However, Peeta desperately wanted children, and approximately fifteen years after the end of the Second Rebellion, Katniss eventually agreed and she got pregnant legitimately.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
In the case of Johanna, they each hated each other because that was what the Capitol had taught them to do. They were from competing Districts, and the idea of the Games was to keep the lesser citizens of Panem distrustful of one another and unwilling to form alliances (or raise arms in war).
In the 74th Hunger Games, Clove was the only Career tribute who came close to killing Katniss twice — at the Bloodbath and at the Feast, and certainly seemed to have a deep hatred for her, perhaps because Katniss received a higher score than her.
Their roles as star-crossed lovers help them gain sponsors and survive the games. Once the games begin, Peeta forms alliances with the Careers, which Katniss does not initially realize is part of his plot to protect her. After Peeta tells Katniss to run from Cato, Cato stabs Peeta in the thigh and leaves him for dead.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.
Katniss rarely sings because it reminds her of her father, but she now remembers a morbid song that her father taught her: “The Hanging Tree.” This moment in the story is significant in multiple ways.
He jokes with her, whispering that it's okay to kiss him since they're madly in love, but once Katniss begins to clean him in the stream, she can see how weak he is.
He has betrayed her and is betraying all of District 12 by buddying up with the Careers, whom she calls the "Capitol's lapdogs." She decides that if the Careers don't kill him, she'd be more than happy to. Then, she wonders why Peeta hasn't told them about her bow and arrow skills yet.
How Katniss Deals with Her PTSD. It's no surprise that Katniss becomes traumatized—after all, the Hunger Games are the perfect breeding ground for PTSD. Severe, life-threatening, interpersonal violence as well as witnessing atrocities and killing enemies in combat are particular risk factors for the disorder.
Katniss is rendered deaf in one ear after she blows up the Careers' supplies, and she doesn't regain any hearing on her left side until afterwards when the Capitol gives her a hearing aid.
Due to the horror of his Games, his grief over his family's and girlfriend's deaths, and the overwhelming guilt he felt from being obligated to participate in the Games he hated while each and every one of his mentored tributes died in them, Haymitch turned to alcoholism to cope with his issues and feelings.
