Megatron is extremely smart, as he created the cybonic plague and learned how to weaponize tox-en. And he is intelligent enough to know the cure for cybonic plague. Megatron hardly ever smiles in the show, even when he laughs he doesn't smile. But his smile is very evil looking.
Megatron was basically given a new body. Because of this megs was weaker as he didn't have any time to get used to his new weapons and such. Not to mention, Optimus had also gotten a lot stronger during the time Megatron was dead. Overall tho, it was Megatrons new body that made him weaker.
