He had the Darksaber, and at that point, lightsaber-wielders typically indicated Force-sensitivity. But the Darksaber's history turned out to be much deeper than that, and Gideon showed no signs of Force-sensitivity in Season 2. He wielded the blade with skill, but he never tapped into any kind of Force powers.
At the time of The Mandalorian story, it is pretty clear that Moff Gideon is not a Sith Lord even though he has the Darksaber in his possession nor does he have any links to the Jedi. Moff Gideon is nothing more than one of the Empire's existing bad guys who officially worked for the Imperial Security Bureau.
He was afraid of meeting the legend that was Luke Skywalker. At this point in Star Wars history, Jedi were still scarce, so when he heard that a Jedi was there, he must have known exactly who it was. To an Imperial officer, this Jedi did nothing but inspire terror.
After his escape Gideon and his forces regrouped at the their headquarters on Mandalore. Having succeeded in acquiring Grogu's blood he used it to create Force-sensitive clones of himself to incorporate them into his army, as well as designing the Dark Trooper phase 4 armor, which he wore to battle himself.
Although we don't know exactly how Gideon acquired the Darksaber, it stands to reason that he must have done so according to Creed because the saber never objected to his hand. When Gideon possessed the weapon, he fully accepted the responsibility of ruling Mandalore.

Why can't Mandalorian use Darksaber?
Even if he had the wrong idea, he did want to rule Mandalore with the Darksaber. Meanwhile, Mando had given up that right, so the Darksaber was doing its best to find a new wielder. Thus, it looks like Mando won't be able to use the Darksaber until he takes responsibility as a Mandalorian leader.
According to the rules, Darksaber must be won by combat, which isn't how Bo-Katan received the sword. The Armorer doesn't recognize Bo-Katan as its owner since she didn't fight for it. That being said, Bo-Katan did try to earn it the correct way by going after Moff Gideon.

First, she has had practice with it. She got it as a gift in the past and learned to use it well. That's why, she is near unbeatable with the Darksaber. However, the second and most important reason is that Bo-Katan possesses much greater confidence in her identity.
