District 0 was a part of Panem in its early days, until the Capitol deemed it unnecessary and a waste of funding and time. The District struggled to survive at first, but soon managed to support itself and thrived.

The temperatures in District Zero are often freezing, and snow is very common. Civilians have fireplaces in their houses, but have to wear very heavy clothes to warm themselves when outside. The entire District is covered in snow.
Members of District 1 were known to produce luxury items such as jewelry. Due to their skill in craftsmanship, the goods that came out of District 1 were used to decorate the Capitol. Those who lived in District 1 were some of the wealthiest citizens of Panem.
Location. The country is located primarily in the remains of North America, more specifically, the former location(s) of the United States of America. Three of the Districts are located outside of the mainland of Panem, in the former locations of Hawaii, Alaska, Haiti, Cuba, and the Dominican Republic.

What exists outside of Panem?
Life Outside Panem Remains Untouched
Small tribes or groups of humans likely exist in the inhabitable locations of the world outside the eyes of The Capitol. The Covey were eventually forced to settle down, with one group living in District 12 following the First Revolution between the Districts and The Capitol.
District 11 also seems to be one of the poorer districts; the citizens are not allowed to eat any of the crops- presumably because nearly everything is reserved for the Capitol- and Katniss Everdeen describes the local housing as poor, even compared to the Seam in District 12.
Before the Dark Days, District 3 was one of the more wealthy districts, however, it was crippled by the uprising (in which it presumably played an important role) and living standards decreased.
District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
Lucy Gray Baird won the 10th annual Hunger Games with the help of Coriolanus Snow and her hiding and poisoning tactics. District 2 has the most Hunger Games winners, with five in total, and District 12 has the most prominent winners, including Katniss Everdeen and Peeta Mellark.

It is also mentioned that there was a pox outbreak District 13 some years prior to Katniss' arrival, lowering the population and making most of the survivors infertile (for that reason, District 13 was eager to accept refugees during the Second Rebellion - as Dalton, a refugee from District 10 put it - for "breeding ...
Once Cato, Clove, and Marvel returned to the destroyed supplies, Cato snapped the male's neck out of anger, despite Clove and Marvel's attemots to restrain the District 2 career, effectively killing him, as Katniss watched from the nearby bushes.
According to the Capitol.PN, District 8 claims 69,892 in tesserae, making it the fifth most impoverished district. If the population is 122,134 and they claim 69,892 tesserae, that would equal to 0.572 tesserae per person, making it the 7th richest District.
It is unknown whether the district was affluent or poor, although given its district industry and its status as the then center of Panem's military-industrial complex, the former is highly likely.
Whereas most of the nation resided across the United States, the boundaries spread north to Canada and south to areas in Mexico. While the series first focused on the 12 districts that were forced to participate in the annual Hunger Games event, there was a District 13 in existence.
It is highly unlikely that the Hunger Games will occur in real life. War is sort of like the Hunger Games in a way, as some young adults get chosen and deployed to the military, but otherwise, the Hunger Games will not happen (at least not in your lifetime).
Does Lucy Gray survive? In the book and the movie, Lucy Gray's fate is never confirmed. It's possible that she could have been wounded or even killed by a bullet, considering Coriolanus's frantic firing at the last location she had presumably been at.
