Cole's Legacy sees Delsin meeting up with Raymond Wolfe, brother to Infamous 2 character Sebastian Wolfe. Raymond is following a lead that has him believe that the D.U.P. is actually creating new conduits to further justify funding their effort to stop and contain them.
During this now-canonical ending, Cole defeats a powerful, destruction-crazed Conduit known as the Beast and then sets off a genetic bomb called the Ray Field Inhibitor (RFI), which not only kills Cole but destroys all the Conduit genes around the world, thereby ridding the world of the Conduit “plague.”

Does Cole appear in Infamous: Second Son?
He obviously played a huge part of the inFamous universe, but no one in the game acknowledge him. Obviously he can't be in the game since he is dead, but at least mention him. They mention him in the DLC, and NPCS mention you saying your cole's legacy or something to that effect. At least on the good path.
In terms of power and skill, Cole had Delsin outmatched. Throughout his career, Cole's fought Conduits who are several times stronger than himself, such as Alden Tate, a powerful telekenetic who created a monster created from the surrounding metal from the destroyed bridge they were on.
Cole MacGrath is the protagonist, anti-hero/anti-villain of inFamous, inFamous 2, and inFamous: Festival of Blood. However, because of the Karma system that is entirely based on what choices you make in the games (with the exception of Festival of Blood), Cole can be recognized as a Hero or Villain.
He also bears a resemblance to some of Cole's conceptual artwork from InFamous 2. Shortly after his first appearance, there was wide speculation on whether or not Delsin was Cole's brother or son. These rumors were later ruled out. He is the first inFamous character to have his age confirmed, as 24.
Cole dies in the good ending. We see his body loaded into a coffin and Zeke takes it out to sea. But as the boat drifts off into the horizon and the screen starts to black out a bolt of lightning seemingly and ominously strikes the boat.
Lightning Dash/Dematerialization-Cole can turn his entire body into electricity and dash across short distances, he can use this to move at Massively Hypersonic+ speeds and travel through electrical power lines.
How to equip Coles jacket in Infamous: Second Son?
Go into your options (Bring up your map) and cycle to your Psyche Evaluation. In one square you will see an image of the back of Delsin, that is your Jacket change. Just select that page like you would to make the map bigger and change your jacket with the DPad.

Though Cole eventually rids himself of his demonic nature and marries Phoebe in season four, he later returns to evil after he unwillingly becomes the new Source of All Evil. This causes the sisters to kill him towards the end of season four.

Earth: Cole commands the element of Earth, giving him great physical strength and durability. He can stand his ground to a supernatural degree and enemies frequently act as though they have hit a person-shaped brick wall when they bump into him.
Power Absorption: Delsin's natural ability. He displays his power after touching Henry Daughtry's hand. With this power, he can possibly be one of the most powerful conduits to ever live. With this ability, he absorbs the power of Smoke, Neon, Video and Concrete in inFamous: Second Son.
There is a total of four powers to unlock in InFAMOUS: Second Son; Smoke, Neon, Video and Concrete. Each of these powers comes with a standard projectile ability and we suggest levelling up your projectiles for each power as soon as you get them.
The Amp is a melee weapon built and designed by Zeke Dunbar, made especially for his best friend Cole MacGrath to channel his powers into it, thereby creating a much more efficient way of taking down enemies.
It's assumed Cole laid down his life and fired up the RFI as the good ending is the canon ending for Infamous 2. The RFI killed a bunch of Conduits around the world including the beast, but not all of them. The Beast came thru and augmented several cities before he got to New Marais.
