Although Bruce Banner and Steve Rogers never fought one-on-one in the MCU, there is evidence to support the idea that Chris Evans' Captain America is, in fact, stronger than the Hulk.

Can the Hulk beat juggernaut?
The two brawlers have fought beyond these two encounters, but these two fights establish a few hard facts: the Hulk can be overpowered by the Juggernaut; the Hulk cannot consistently stop the Juggernaut; and most importantly, the Hulk's strength, even at maximum, cannot harm the Juggernaut at his maximum power.
The actual fights show that Hulk has beaten Juggernaut the most, even if the larger story meant stopping short of beating him for good. Though both Doomsday and the Hulk have healing abilities, Doomsday heals much faster. In terms of brute strength, the Hulk has a slight edge. However, his biggest negative is he gets tired. On the other hand, Doomsday is able to fight for hours without getting tired.
