Norman Virgil Osborn is a character appearing in American comic books published by Marvel Comics. Created by writer Stan Lee and artist Steve Ditko, he debuted in The Amazing Spider-Man #14 (July 1964) as the first and best-known incarnation of the Green Goblin.
Norman Osborn is the founder of Oscorp Technologies. After experimenting on himself with an unstable chemical, Norman developed an alternate, evil personality known as Green Goblin.
Norman Osborn was taken over by the Green Goblin when helping Peter out towards the climax of Spider-Man: No Way Home, but the evil alter-ego had control of him way before that.

Why does Doc Ock hate Norman Osborn?
Doc Ock's rage stemmed from a vague feeling that Norman had previously outsmarted him and he'd lost something important in the process. He briefly thought he'd redeemed himself as the Superior Spider-Man, a role he sacrificed to stop Norman at the climax of the groundbreaking Superior Spider-Man run.
Then later on when they (Peter and Norman), were having dinner at Aunt May's house. Peter said that a bike messenger knocked him down (to explain how he got the cut) at 2:48, but Norman (Green Goblin), recognized it from when he sliced him (Spider-Man), in the burning building with the baby in it.
Osborn tests the serum on himself in his private lab, but the unstable concoction explodes in his face, leaving him hospitalized for weeks. He emerges smarter and possessing superhuman strength; but at the cost of his sanity and moral inhibitions, signaling the beginning of the Goblin identity.

After a battle against the Green Goblin, in which Peter-Two was stabbed by him, Peter-One was able to inject the Goblin with the cure, so he was back to being Norman Osborn when he was sent back to this universe – and by curing him, No Way Home saved Harry Osborn from a terrible fate.
Why did Peter stop Peter from killing Green Goblin?
