Finnick Odair was a male victor from District 4 and won the 65th Hunger Games at 14, making him one of the youngest victors in Panem history. Ten years later, he was reaped once again into the Third Quarter Quell, of which he was one of the survivors.
The 14th Hunger Games were won by 18 year old Hero Roberts from District 1. Not much is known about these games excpet for the fact that they lasted 9 days.
Combined with his expert knot-tying abilities, another trait unique to District 4, Finnick was able to trap his enemies in hand-woven nets made from vines before stabbing them with his trident. All of these attributes helped Finnick become the youngest victor in Hunger Games history.

The book is rated by Scholastic as grade 5.3 and for ages 11-13. Parents' concerns about The Hunger Games center around violence. The book has a lot of it, and it is graphic at times. Much of the plot focuses on "the games" in which children kill children.
The film closely follows the book, but younger children aged ten to thirteen years who have read the books and coped with them may not be prepared for the film's violence and its level of emotional intensity, and as a result find it disturbing and upsetting.
Characterization. Peeta is the same age as Katniss, making him 16 years old in The Hunger Games and 17-18 in Catching Fire and Mockingjay. Peeta is of "medium height, stocky build" and has "ashy blond hair that falls in waves over his forehead." He has blue eyes.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
Katniss briefly mentioned that a previous stroke could have caused Mags's garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity. Both Annie and Katniss suffered from PTSD, as many other Hunger Games victors did.
He also states that Snow uses victors, like when he made Finnick sell his body to wealthy Capitol citizens for high prices proving that Snow was a horrible and cruel human, which would help Katniss. Finnick waits with Katniss until Haymitch informs them the rescue party has arrived.
Finnick's death was essential to the narrative, as it upped the stakes of the plot and dealt with the harsh realities of war. Finnick's death added thematic depth to the story by highlighting the unfairness of life and war, and the manipulation and targeting of even those favored by the Capitol.
He did, technically, at least have a hand in it. But it wasn't intentional. Throughout the last book, Katniss is bothered that Gale seems to be getting closer to Coin and the district 13 higher ups. He also helped engineer the bombs that ended up killing Prim during the final battle.
It was confirmed by Capitol Couture that Mags had won the 11th Hunger Games, meaning she was 16 when she won. It is possible that Mags was a Career Tribute in her previous Hunger Games, as District 4 is known for having Career Tributes, although it is not known how early the Careers began.

Biography. During the interviews for the 75th Hunger Games, Peeta lied about Katniss being pregnant to try to protect her from the Games, and Katniss later stated that she miscarried due to an electric shock with the force field to avoid further questioning.
Katniss is rendered deaf in one ear after she blows up the Careers' supplies, and she doesn't regain any hearing on her left side until afterwards when the Capitol gives her a hearing aid.
Many years later, Katniss and Peeta are parents to a daughter and a son. For nearly fifteen years, Katniss was hesitant about having children even though Peeta has wanted children for all those years.
While it would be interesting to see a bloodier, R-rated cut of The Hunger Games series, the final versions still represent the story accurately. It's more fitting for the movies to be PG-13 because of their target demographic, alongside toning down any possibly disturbing scenes for general audiences.
Like the previous four movies, The Hunger Games: The Ballad of Songbirds & Snakes has been rated 12A in the UK and PG-13 in the US. The PG-13 in the US means any children can see it without an adult, but parents of those under 13 are 'strongly cautioned' about its content.
