Garrett took over the drug trade now that Marcus was gone, while Connor, as part of the deal with Park, was sent to prison. Although it made sense for Connor to be in jail as, after all, he was an accomplice, it wasn't fair that Garrett was still free.
In Code 8: Part II, Connor (Robbie Amell) has just been released from doing a five-year stint in prison after taking the rap for the misdeeds of others, including Garrett (Stephen Amell), who recruited him to be part of his crew who use their superpowers to break the law.

Connor brings Nia to the hospital to heal his mother, but changes his mind when he realizes healing her illness will mean Nia taking it on herself. He says goodbye as his mother passes away and turns himself in to the police.

Reed is an "electric" which means electric currents don't hurt him, while his mother is a Cryo (Cryokinetic), whose ailment impedes her from controlling her powers. Connor picks any odd jobs he can find to keep paying the bills but is falling behind fast.
While Pavani survives and gradually heals from her injuries, Connor reopens Mrs. Mina's community center. As Code 8: Part II's ending moments confirm, Connor also keeps his promise to Pavani's mother by looking after her and running the community center with her.

Connor pleads with Nia to heal his mother before she leaves, but she reveals that her Healer abilities require her to absorb the injury or disease onto herself, and she'll be at risk of dying.
By consuming Psyke, Connor was indirectly supporting Garrett's business and the production and distribution of Psyke, even though he claimed to despise everything Garret did.
