After falling in love with the sea goddess Calypso, who instructed Davey to carry the souls of the dead to the next world, Davey Jones decided to abandon his duties and instead take the Flying Dutchman battle ship on a path of war!
Believing Calypso had betrayed him, a heartbroken and enraged Davy Jones turned the Pirate Brethren against her, saying that if she were removed from the world, they would be able to claim the seas for themselves.

The curse was made by Jones, as he said in that deleted scene with Governor Swann: when he carved out his heart, he was the one who cursed it so that when somebody stabbed it, that person had to give their heart and become the new captin. THAT was the curse.
