First of all, Johanna and Annie were not really able to be used for anything in the Capitol's mind, so they let them come back. Peeta was already fearful of Katniss after the Tracker Jacker venom, so Snow figured he'd let him come back to really shake Katniss.
Peeta was knocked out by Boggs, and it was revealed soon after that he had been hijacked for this exact purpose. That was why the Capitol had let him go; they intended to use him as a weapon against Katniss.
After the Quarter Quell, Katniss escapes to District 13 with other survivors and rebels, but Snow has captured Peeta and two other tributes. He tortures and interrogates them, enacting his plan to use Peeta to manipulate Katniss. He forces Peeta to watch while his fellow tributes are tortured and murdered.
In the third and final book, Mockingjay, Peeta is held captive by President Snow and used against Katniss. During his captivity, he was tortured, beaten, and hijacked using tracker jacker venom to distort his memories of Katniss until he believed she was a mutt trying to kill him.

Who was Gale kissing in Catching Fire?
The woods are now ruined. Katniss decides that the Capitol views her and Gale's weekly hunting trips — and the one time that Gale unexpectedly kissed her, which Snow knows about — as flaunting her defiance in front of the entire district.
At an unknown point in time years before the 74th Hunger Games, she was personally fired by Snow, the stated reason being due to her being too surgically enhanced.

Peeta, Annie, and Beetee vote no, while Johanna and Enobaria vote yes. After some thought, Katniss demands to kill Snow. Once she receives an agreement, she votes yes, for Prim. Realizing something is up (as Katniss would never do that), Haymitch votes yes, too.
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing. He has no reason to lie to Katniss. His death is certain, but the future of the Capitol is not.

During his time spent with Lucy Gray Baird, Snow gives into his evil impulses by telling himself that all of humanity is just as dangerous as he - the propaganda spread by the Capitol. By revealing this backstory, Ballad of Songbirds & Snakes will prove Snow was a despicable villain from the time he was a teenager.
According to the star behind Effie, Elizabeth Banks, she and Haymitch's Woody Harrelson improvised the scene. Considering she's been adamant about the characters having some romantic connection, it only makes sense that they'd share a goodbye kiss. It's very on-brand for Effie, as well.
Described as sweet and vulnerable, in the book, it's suggested she sells her body to ensure the family keeps up appearances and stays fed. Tigris is seen again in "The Hunger Games" franchise as an ally to Katniss Everdeen, but much differently. After heavy modifications to her body over time, she resembles a tiger.
At one point, as the Games started to develop, Tigris became one of the stylists for the tributes of an unknown district. Over the years, Tigris began undergoing surgical enhancements that made her look more tiger-like.
As Tigris Snow eventually explains to Katniss Everdeen, President Snow fired her because she wasn't pretty enough to be a stylist for the tributes anymore. In reality, it was probably due to his twisted views after gaining power.
