However, in At Worlds End, after Davey Jones is vanquished and Will Turner is dying or dead, Will's heart is cut out so that he can become captain of the Flying Dutchman and take on Davey Jones' former role as psychopomp.
The rule that whoever stabbed Davy Jones' heart would take on his mantle allowed Will's life to be saved, but only if he cut out his heart and stored it away in a chest— something that was never meant to be a requirement.
He then helped William Turner, who had been stabbed by Jones, stab the heart to kill Jones. Will Turner then became the captain of the Flying Dutchman, after his father, William "Bootstrap Bill" Turner cut out his son's heart and put it into the Dead Man's Chest. The heart, like Jones, fell into the maelstrom.
This was a very personal choice, made by Davy, and does not belong to his duty to be captain of the Dutchman. So there is no sense in Will Turner, having his heart cut out, during the procedure to make him the new captain of the Dutchman later.
Only Jones could, and Jack needed the heart as a bargaining chip. Because Jack didn't actually want to become Captain of the Flying Dutchman. He just wanted to not be dead,and controlling the heart meant Davy Jones (or the Kraken) wouldn't kill him. Stabbing the heart was mostly a backup plan.

Why did Will betray Jack?
Will Turner seems to betray Jack on every occasion he can. In Dead Man's Chest, he ends up hunting Jack to save Elizabeth from being sentenced to death, all to give the compass to Lord Beckett.
When Captain Jack Sparrow was given the Black Spot by Bootstrap Bill Turner, and told he was required to repay his debt to Davy Jones, Sparrow embarked upon a quest to locate the Dead Man's Chest, in order to save himself from a life of servitude to Jones.

The crew of the Black Pearl needs Will Turner's blood to lift the curse because they killed his father. This would be unnecessary if Will's father never partook of the gold, and if he did, he would be subject to the curse himself, which is that he cannot die.
4. How did Davy Jones become a squid? After Calypso's betrayal, Davy Jones carved his heart and locked it in the Dead Man's Chest. He abandoned his duty and turned into an ugly monster with an octopus-like face, tentacle beard, and crab legs and hands.

However, when Jones returned to shore after ten years, Calypso failed to appear. Believing Calypso had betrayed him, a heartbroken and enraged Davy Jones turned the Pirate Brethren against her, saying that if she were removed from the world, they would be able to claim the seas for themselves.
Rumor has it that she was removed to another part of the island where she was dismantled. Why was the Flying Dutchman removed from Castaway Cay? Most likely because it was deteriorating. It was, after all, only ever built as a movie prop.
Bill also explained that he was unable to die and Davy Jones offered him an escape. Elizabeth was not dead nor dying, there was no reason for Will to bring her on the cursed ship.
He ended up marrying his longtime love, Elizabeth Swann, conceived a son, and became the new captain of the Flying Dutchman. Years later, he was freed from his duty by his son and returned to his family.

Because Will Turner became the new captain, he would now serve aboard the Flying Dutchman for all eternity, bound to ferry the souls of drowned seamen into the afterlife, as Jones had before him.
Well according to the tale which Captain Barbosa tells Elizabeth, any mortal who removes even a single piece of gold from the chest is cursed,as we see it was Will's father Bootstrap who actually removed the coin from the stone chest, neither Will nor Elizabeth did. so they were not cursed.
As a heathen goddess, Calypso was able to take many forms. But since the crab was attributed as her symbol, most notably by pirates, she chose that form. When Tia Dalma was transformed back into Calypso, she grew to ten times her normal size and crashed to the deck of the Black Pearl as thousands of little crabs.

Right before the film's climactic battle with the pirates at Isla de Muerta, Sparrow swipes a cursed coin from the treasure chest, making himself immortal and capable of dueling Barbossa.
