"Scarlett talked to me about it: Her character would have hated a public funeral," Shortland told Variety about Natasha's modest gravesite in Ohio. "So I felt like the fact that she's buried in a really private place, in the boondocks somewhere, is perfect."
Because no funeral that Endgame would have been able to show would have lived up to the one we can now imagine, knowing what we know after Natasha's standalone. Nat's funeral wouldn't have been a respectful private gathering, it would have been an international event.
Black Widow was part of the Time Heist team in Avengers: Endgame, but in order for her and Hawkeye (Jeremy Renner) to get the Soul Stone from Red Skull in Vormir, she sacrificed herself.
Why does Natasha have a grave at the end of Black Widow?
Her tombstone is featured among many others in a remote cemetery and recognizes her as a daughter, sister, and Avenger. Even though Nat's body was left on Vormir after her sacrifice, this grave is her symbolic resting place.
But audiences familiar with the circumstances of Natasha's death were likely surprised to see Yelena visiting an actual gravestone. After Clint returns to the rest of the Avengers in Endgame, it was implied that Natasha's body remained on Vormir after she sacrificed herself.
By the end of the film, Yelena is so devastated by Natasha's death, that she's willing to listen to Val—a stranger—when she tells her that Clint Barton is responsible for Black Widow's demise (which occurred in Avengers: Endgame).
The Avengers Succeeding Was More Important To Black Widow
Whereas Hawkeye would do anything for the Avengers, he would do more for his family. The Avengers were Black Widow's family, and therefore she was willing to sacrifice her life so that they would succeed in their mission.
Hulk couldn't bring her back because you can't use the power of the stones to resurrect her as the exchange is permanent, but when Cap goes back to return the stone he could exchange the stone back for her soul.
And it was fitting in the end that it would be her sister to grieve for her rather than the family that she chose after her defection from the Red Room, given the revelation that their bond was always real.
The film ends just before Avengers: Infinity War, with Natasha leaving to face her destiny. But an end-credits scene jumps forward in time after Natasha has sacrificed herself to help defeat Thanos. We see Pugh's Yelena paying her respects at Natasha's grave, still grieving her sister's death.
Gamora was sacrificed by Thanos in the Infinity Timeline. Bc they went back to multiple dates before Thanos could even get to the stones, he never got to the point of sacrificing her for the soul stone, because Clint and Natasha went there first. So, Natasha simply ceased to exist in the original End Game timeline.
We know that the Russian-born Natasha Romanoff/Black Widow (Scarlett Johansson) was trained as a spy/assassin in a secretive academy known as the Red Room, which disguised itself as a ballet school. All the "Black Widows" were sterilized, so Natasha is unable to bear children.
Is Black Widow alive if the Soul Stone is returned?
In the end of Endgame, Captain America had to return the Soul Stone, but did that revive Black Widow? No. Red Skull does not say that returning the stone could revive the dead people. Gamora and Black Widow are still dead, and their heads were bleeding.
In a world where emotion is used for exploitation and manipulation, Natasha's love for her sister makes her especially vulnerable. By looking for Yelena or sharing the truth about her past, Natasha would put herself in a bad tactical position.

She, like other Black Widow assassins created by the dreaded Red Room, was subjected to a forced hysterectomy during training, and therefore cannot menstruate. But Black Widow doesn't let Yelena become the butt of a joke.
Sometime after Natasha gave her life to get the Soul Stone and help thwart Thanos' dastardly plans in Avengers: Endgame, Yelena takes her dog Fanny to visit her grave.

Back to Hulk's snap, Tony reminded him that he had to bring back those who vanished after Thanos' snap but without changing anything from the last five years, and he did so, but he also tried to bring Natasha back.
It's very likely that Valentina sees Hawkeye as a threat to her overall plans. So much so that de Fontaine coerced Yelena Belova (Florence Pugh) to kill Clint Barton, playing into her grief and blaming Barton for the death of Natasha Romanoff (Scarlett Johansson).
However, Red Skull told Hawkeye that Black Widow's death is permanent. Later, the Hulk (Mark Ruffalo) says that he tried to wish Black Widow back into existence when he held the Infinity Stones, but that it wasn't possible because, as Red Skull confirmed, the magic of the Soul Stone requires a permanent sacrifice.
She's gone forever. Bruce even says, after snapping everyone back, that he tried as hard as possible to bring Natasha back with the Gauntlet, and he couldn't do it. She didn't come back because her sacrifice cannot be undone.
Black Widow sadly gave up her life to save others in Avengers: Endgame, and Hawkeye gave even more meaning to her Marvel Cinematic Universe death. In Hawkeye, Clint Barton's holiday plans with his kids get upended when Kate Bishop (Hailee Steinfeld) started wearing his old Ronin outfit while fighting criminals.
She also dated Hawkeye for while. The two were actually engaged for a time before she broke up with him to pursue a career as a vigilante. The love affair has been an on and off again issue with Marvel fans, though it has never been explored in the MCU.
