As Max is being mocked by the public, much to his anger, the voices in Max's head manipulate him into believing that Spider-Man lied to him, which enrages him. Feeling that he is betrayed by Spider-Man, an enraged Max gives in to his voices and attacks Spider-Man with his powerful electrical abilities.
Electro was disaffected and with a man-crush on Spider-Man. When there was the chaotic scene in Times Square, Electro felt that Spider-Man had turned on him and was taking away from the attention that was being showered on him. But really, this was a paper-thin villain and is a total weakness of the film.
Harry has finally returned after a long sabbatical and, while still fighting off a deadly disease, appears in good spirits. It turns out he also knows Peter is Spider-Man, although Peter does not know that Harry's 'sabbatical' was actually being kept in a glass tube for experimentation by his father Norman.

Return. During the "Clone Saga", a retcon was made, which determined that Norman Osborn survived the events of The Amazing Spider-Man #122 and had been playing a behind-the-scenes role in Spider-Man's adventures since then.
The villans are very poorly constructed, specially Harry Osborn, that was so well constructed at the previous trilogy. It's was kinda desappointing. Electro's motivation was also weak, maybe the movie tries to introduce to many characters at once.
Also, the Green Goblin despised Spider-Man as he sees him a threat and attempted to cause harm to him through those who are closest to him. Despite this, the Green Goblin did at first try to offer a partnership because he noticed that they weren't so different, but his hatred for him got worse when he refused.
