A common interpretation of this phrase is that it refers to where the souls of IT's victims go after they die, as they wouldn't go to heaven nor hell, staying instead in the “deadlights”, which would be a sort of limbo, thus “floating” in that middle point for eternity.
That means that when he takes a child, he makes them float by forcing them to look into his mouth, which contains orange lights called deadlights. These lights drive humans insane by looking at them, and somehow, they float in midair.
The simplest and most obvious interpretation is that all the talk of floating is a reference to the fact that Pennywise (aka the titular "It") murders his victims and drags them down to the town's sewer system where he dwells, which is full of water. And what do dead bodies do in water? That's right — they float.
To "float" as Pennywise intends it is to float in the Deadlights. The Deadlights in the novel is a place deep in the macroverse - where It originally came from - filled with orange light.
