Because Katniss grew up in a harsh world where those around her faced starvation, she isn't quick to trust anyone. Even Peeta, who came from her district and helped feed her family, is someone she assumes has a secret agenda.
Katniss had lost her trust in Peeta when she realized he had allied with the Careers. She assumed he was helping them to find her in exchange for remaining alive longer himself.
Such encouragement is what Katniss needs as she continues her development as the Mockingjay. When Boggs tells her not to trust “them,” he is possibly referring to Coin, who Boggs has already said is afraid of Katniss because Katniss hasn't given Coin a full-hearted endorsement.
Katniss Didn't Trust Peeta During Their First Hunger Games In The Books. In the first Hunger Games book, Katniss was immediately distrustful of Peeta. She certainly felt conflicted since she knew the boy had been kind to her in the past by giving her bread.
Her alliance with Rue serves her well, especially once the two of them start swapping knowledge and supplies. Not only does Katniss trust Rue, but she also sees some of Prim in her, too, which is a welcomed reminder of home.

When her husband dies in a mining accident, however, she falls into a daze, unable to work and take care of her children. As a result, Katniss is forced to grow up quickly to support the family and can never bring herself to fully trust her mother again.
It is apparent from the beginning that Katniss experiences a high level of trust issues. Since the loss of her dad, Katniss has felt that it is her sole job to care for her mother and her sister. This bond wasn't one of trust, but necessity. The one person, prior to the games, that Katniss trusted was Gale.
Katniss doesn't trust him at first, mostly because Finnick is very flirtatious and seems to be working an angle. But as they work hard to survive in their second competition, Finnick becomes an ally who joins the revolution.
Katniss feels betrayed, most of all by Haymitch, who used her and Peeta. Eventually she wakes to find Gale there. He's badly injured and tells her the Capitol bombed District 12 after the Games. He got Prim and Katniss's mother out in time, but the District 12 is gone.
Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
Much as when she was starving as a young girl, she was able to rely only on Peeta and had to work with him to survive the Games. She is in a similar position with Finnick. She knows she cannot trust him completely the way she trusts Peeta, but she cannot put the debt she owes him out her mind.
Gale is one of the few people whom Katniss believes she can trust, but when he doesn't tell her about Peeta, she feels betrayed. She is tired of everyone trying to protect her by lying to her. Additionally, she doesn't like how Gale seems to be one of Coin's insiders; she definitely continues to distrust Coin.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.

Peeta Mellark served as Katniss' crucial confidant, seeing as he went through it all firsthand, not once, but twice. Despite the terror he faced, Katniss viewed Peeta as a symbol of comfort and salvation.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
The films, trying to be as faithful to the source material as possible, naturally had to include Finnick's death as well. In this sense, Finnick is the perfect candidate for upping the stakes of the plot via his death, as his hope for a future with his partner Annie made his demise seem even more untimely.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
How Katniss Deals with Her PTSD. It's no surprise that Katniss becomes traumatized—after all, the Hunger Games are the perfect breeding ground for PTSD. Severe, life-threatening, interpersonal violence as well as witnessing atrocities and killing enemies in combat are particular risk factors for the disorder.
While she manages to escape both Games with her life, she is left suffering significant psychological distress and displays symptoms consistent with post-traumatic stress disorder (PTSD).
He says it's lucky they're allies, and just before Katniss looses an arrow she spots a bangle on his wrist. It's the one Effie gave Haymitch when training began, and Katniss understands Haymitch meant it as a sign that she should trust Finnick.

During the interviews for the 75th Hunger Games, Peeta lied about Katniss being pregnant to try to protect her from the Games, and Katniss later stated that she miscarried due to an electric shock in the arena to avoid further questioning.
