While the voice was calling Elsa to reveal her past to her, it was ultimately revealed that Queen Iduna (Evan Rachel Wood) - Elsa's mother - had a lot to explain as well. This, coupled with the reveal that the call was Iduna all along, means Elsa was hearing the voice of her long-lost mother.
It was after that the decision was made to fully commit to the voice calling to Elsa being that of her mother, Iduna. As Marc Smith, Frozen 2's Director of Story, notes in the documentary, the idea "unifies the movie" since it starts with a flashback featuring Iduna and Agnarr, and it brings those elements together.

Elsa's Mother Already Comes From A Magical Background
While the original Frozen implies that Elsa is the only magical member of her family, she discovers that her mother was one of the Northuldra in Frozen 2, and likely interacted with magic regularly.
