Unlike the main villain Coriolanus Snow, she has no redeeming qualities, care for others, or tragedy. Her honor is up to interpretation and it is unclear whether it was so she could manipulate others or it was genuine.
Thankfully, Katniss noticed the clues. President Alma Coin presented herself as Panem's salvation in The Hunger Games, but several moments in Mockingjay hinted that she was an even worse villain than President Snow.
Why did Katniss kill President Coin instead of snow?
By killing President Coin, Katniss risked her safety in order to not only avenge Prim's death but also gift the people in Panem a chance to live in a peaceful and fair country for everyone. Katniss was incarcerated for a time, and she was sent back to District 12 after she was deemed unsuitable for a trial.
At one point, Snow used poisons to kill people in an effort to gain more control of Panem. First he drank the poisons, to lessen suspicions, before secretly taking the antidote. He was left with sores that never healed. He wears a white rose in his buttonhole at all times, partially to conceal the smell of blood.
Coin killed Prim to destroy Katniss because, as Boggs (Mahershala Ali) explains before his death, Katniss is her biggest threat to maintaining her power over Panem because of the influence Katniss has over the people.

Who killed Prim Hunger?
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
Answer and Explanation: Prim is killed by a bomb at the very end of the battle. Alma Coin sees an opportunity to turn the Capitol troops against Snow, and she decides the resulting loss of life from her plan is a worthwhile price to pay.
However, when the stakes are as high as they are in The Ballad of Songbirds and Snakes, it makes sense why this character would ultimately become the series' main villain. She was also against the games itself, whilst Snow believed the Districts were below him and continued working to implement new aspects of the games. Their relationship was so undesirable that Snow fired Tigris as a stylist personally.
Answer and Explanation: President Snow appears to drink a glass of champagne, but he spits out a bright red liquid. Later in the series, it is revealed that Snow has bleeding sores on the inside of his mouth, a result of drinking poison in order to trick his enemies into doing the same.
Snow laughs after Katniss killed Coin because he enjoys the irony of the situation. He avoided the official execution ceremony, even though Panem's citizens still take their revenge on him, while Katniss ends up snatching away the victory and power that Coin thinks she has successfully secured.
After reading the book and watching the film, it seems clear that Lucy Gray realizes Snow was responsible for the death of his friend Sejanus Plinth (Josh Andrés Rivera). If Snow could sell his best friend down the river for personal gain, it was only a matter of time until he did the same with her.
It is likely that he is a relative of Hilarius Heavensbee. In the Mockingjay - Part 2, Plutarch appears to smile as he looks at Coin's dead body, suggesting that he approved of her death.
Katniss blamed Gale for the death of Prim. She would never be able to look at him again without thinking of his part in her death. Gale was the best friend he could have been to her at that moment. He knew her so perfectly to understand this, he knew his chance with her had passed.
Katniss searches his eyes for signs of emotion but only finds amusement in them. She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing.
He grows up in D12 with the Covey, and eventually at the age of 24 in what would be year 36 he gets married and has a baby boy born in year 37. That baby turns out to be Katniss's father. He gets married in year 57 and Katniss is born in year 58. So Snow could be Katniss's great grandfather.
From flattening her nose to having whiskers implemented onto her face, Tigris began looking like a feline creature, combined with her tiger-centric tattoos on her body. At some point between her hiring as a stylist and the 74th Hunger Games, Tigris was fired by Snow and the Gamemakers.
Coriolanus may be convinced that Lucy Gray betrayed him, but his paranoia makes him an unreliable narrator. Ultimately, her true intentions are never confirmed. She may have clued in on his untrustworthiness, but it's also entirely plausible that she had no plans on turning against him.
Described as sweet and vulnerable, in the book, it's suggested she sells her body to ensure the family keeps up appearances and stays fed. Tigris is seen again in "The Hunger Games" franchise as an ally to Katniss Everdeen, but much differently. After heavy modifications to her body over time, she resembles a tiger.
Snow was 18 during the 10th Hunger Games, making him 8 when the first Hunger Games took place. This means that during the 74th Hunger Games, he was indeed 82 (74+8). So he died at 83 in "The Mockingjay," since that was during the 75th Hunger Games...
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
It was here that Snow first heard the mockingjays, taking up the tune after the jabberjays repeated Chance's last words, "Run, Lil, Run!" He took an instant dislike to the birds, an unnatural muttation of the Capitol-bred jabberjays.
In the end, Katniss and Gale grew apart, as many childhood friends and young loves do. She needed something different in her life, and with Gale's link to Primrose's death, Katniss found a reason to cut ties. If Katniss ever wanted to find comfort again, she knew she had to return to Peeta for the long term.
Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
