I think the best explanation is that Salazar was only released when Jack intended to give away the compass permanently, as he did when he traded it at the bar. In the earlier movies, Jack probably only meant to lend it to Elizabeth and then Will, with the intention of getting it back later.
Jack used his new magical compass to trap Salazar in Devil's Triangle, and so he became the captain for the Black Pearl and with his magical compass would sails to new adventures, but Jack, for having his beloved ship back, made a deal with his archenemy Davy Jones, the devil of the seas.
Salazar is released from the Devils triangle because Jack gives away the compass. However he had previously given the compass to Will Turner in "At World's End" before throwing Will overboard to be picked up by Cutler Beckett and Davey Jones.
Sometime later, the Devil's Triangle began sinking into the sea, thanks to Jack Sparrow giving away his compass, and Salazar was freed from his purgatory. Even though his ship was now but a wreck, the Silent Mary was magically kept afloat as a ghost ship.
Salazar is more of a spirit and dead whereas Jones has power over the dead and even death itself. I feel like Jones would win this one. Salazar's crew is intangible. Everything passes through them and they can even walk on water.
