Sometimes he can, sometimes he can't. Despite adamantium being the stronger metal, some writers suggested Wolverine can't pierce through the metal X-Men. But, throughout the two heroes' history, Wolverine has managed to cut Colossus on multiple occasions.
Wolverine, given enough time, could defeat Colossus in a fight using only his claws, but he would have a terrifically difficult time doing so; the latter's skin is made of adamantium, same as Logan's claws, and even a demon-controlled Wolverine can do very little against him.

Can Wolverine penetrate Colossus skin?
Both mutants are ostensibly on the same side; they differ greatly in temperament but are not afraid to fight for mutants against a world that hates them. While Colossus uses his brute strength, Wolverine uses his claws, which can cut through almost anything - except Colossus himself.
So while Juggernaut is much more powerful, and would normally be able to win in a fight, Colossus could convince Cyttorak to transfer his power, or even cut off Cain Marko's connection to Cyttorak. Cain Marko would be left as a normal human. Colossus would still be a powerful mutant.
His adamantium claws are one of the few weapons in the Marvel Universe that can consistently pierce Hulk's skin and Wolverine has no problem going for Hulk's head. In fact, if it came down to it, Wolverine could cut Hulk's head off, ending the Hulk once and for all.

Are you suggesting that Colossus physiology is not also superhumanly durable? Between the two Colossus has shown greater durability and invulnerability feats.
Magneto can manipulate adamantium. Magneto has always been able to affect adamantium. This happens in many of different stories, including when Magneto slowly pulls Wolverine's adamantium-coated skeleton straight out of his body.
With only four exceptions, Wolverine would never be able to cut through Superman skin, with his adamantium claws. Those exceptions being: Superman was mostly drained of his stored energy. Superman was exposed to red solar energy.
Mjolnir also has the advantage of being enhanced by magic and holds the power of a cosmic storm within it. In the case of Thor's Mjolnir versus Wolverine's adamantium claws, Thor's hammer has a clear edge.

When Mr. Sinister looks into his five-year plan, it reveals Juggernaut is used as a weapon to murder Thanos, as his powers are boosted, turning him into a being strong enough to kill the Mad Titan in one of the most brutal ways imaginable.
In 98% of the fights it would be Magneto for one reason. HE CAN CONTROL COLOSSUS. The only reason is he wins two percent of the time is because he was able to get up when magneto pinned him down using just his willpower and magneto was able to flip the magnetic poles!
Any fight between the two would go much how it went in the movie, Deadpool would break his hands or swords trying to hurt Colossus, whereas Colossus could end the fight instantly if he wanted to.
