Rey is Han Solo's daughter. But she is not Leia Organa's daughter--and therefore is not a Skywalker. Leia and Han were estranged when she began training with Luke.
However, this task was easier said than done, and Rey's father Dathan represents one of Project Necromancer's key challenges, having been created as a genetic strandcast with low Force sensitivity.
Luke and Leia passed the name down to her. They both trained her in the ways of the Jedi, and Leia was the closest thing to a parent Rey had (I'm not counting her biological parents, because they weren't a part of her life for long).

Is Kylo Ren and Rey related?
Despite being enemies, Rey and Kylo Ren share a connection called a 'Force dyad' and eventually become romantically involved with one another. Following Palpatine's final defeat and her own resurrection, Rey adopts the name Rey Skywalker to honor her mentors and their family legacy and renounce her lineage.
Parents debate. Some fans have speculated Rey to be either the daughter of Luke Skywalker and another woman or daughter of Han Solo and Leia Organa, therefore the sister of Kylo Ren. She would also be the granddaughter of Anakin SKywalker and Padme Amidala.
This mystery was especially prevalent in Star Wars: The Force Awakens, but The Last Jedi overcorrected it by claiming Rey is not related to any established original trilogy Star Wars characters. Then The Rise of Skywalker revealed, in an out-of-left-field retcon, that Rey is the granddaughter of Emperor Palpatine.
Luke's words confirm that Leia discovered Rey was a Palpatine during her lifetime, either before or during the time jump between The Last Jedi and The Rise of Skywalker. If Luke found out through his Sith investigations, or while training Rey on Ahch-To, he undoubtedly would've passed on this knowledge to his sister.
Rey was almost revealed as a Kenobi in Star Wars, an idea that would have radically changed the entire sequel trilogy. Although Rey ended up being Palpatine's granddaughter, director J.J. Abrams also considered making her a descendant of Obi-Wan Kenobi, a popular fan theory since the beginning of the sequel trilogy.
Kylo develops a close relationship with Rey and starts feeling genuine affection towards her, so when Snoke reveals that he had manipulated their bond and tortures her in front of Ren, he looks furious at his master. Thus, when Snoke orders Ren to kill Rey, he chooses to save her and kill his master instead.

Nor was he a one-for-one recreation of a previous body like Palpatine's clone body. Snoke was an entirely new being made from scratch, and Dr. Pershing explained what ingredients went into Snoke. They took the “best” genetic code of multiple individuals and made something new.
But if Palpatine essentially fathered Anakin through the Force, the Emperor would be the great-grandfather of Kylo Ren and the grandfather of Rey, making the pair first cousins once removed.

Palpatines "Son" was a strandcast clone of Palpatine and yet because he fathered Rey he is still considered the son of the emperor.
Kylo and the Knights of Ren pursued Rey to Kijimi, only to discover she had boarded his own Star Destroyer, in orbit above the planet. He confronted Rey as she tried to escape, finally revealing the terrible truth he'd learned about her parentage: She was the granddaughter of Palpatine.
Ridley felt that the kiss was earned and represented a farewell moment, as the pair had been through so many trials together, and Kylo Ren had returned to the light side. The scene felt emotional and Ridley felt like she was saying goodbye to her role in the Star Wars franchise.
Admittedly, Rey skills couldn't possibly be as developed as Anakin's or Luke's. Nevertheless, considering how fast of a learner she is, and how unique the powers she possesses are, it's not a stretch to say that Rey could be a more powerful Jedi than Anakin and Luke Skywalker.

The offspring of Darth Sidious' cloned son, Rey inherited her grandfather's power in the Force. Born on the planet Hyperkarn in 15 ABY, Rey Palpatine was the daughter of Dathan and Miramir.
Finally, Rey is Kylo Ren's aunt through Anakin Skywalker. This means that Kylo and Rey's romance is just as genetically awkward as Luke and Leia's kiss on Hoth was. Granted, neither pair knew they were related at the time, but that's no excuse.
By the time Rey touches the weapon, Anakin has long been redeemed, and the essence inside the Skywalker lightsaber is constantly calling her to learn the ways of the Jedi and fight against the dark side in his place.
While the Skywalker bloodline is technically gone, Rey honors her fallen mentors, Luke and Leia, by adopting their family name. When asked who she is by the old woman on Tatooine, the former Palpatine declares herself Rey Skywalker, and she becomes a new part of the family.
