Tigress' skills have been relatively uneven since she's been defeated by the likes of Shen and Kai but has always bested Po. That mainly comes down to Po not really wanting to hurt Tigress, but it's also clear she's a cut above the rest based on pure skill.
Tai Lung was made of pure, raw power, and combining this with his deep knowledge of martial arts and pressure points made him the most fearsome villain (entirely of Master Shifu's making).

Tai Lung returns in Kung Fu Panda 4 after leaving the Spirit Realm, thanks to The Chameleon's opening to another realm. The revelation connects to Kung Fu Panda 3 and what happens when Po uses the Wuxi fingerhold as he did on Tai Lung.
After a failed attempt to stop a gang of weasels from stealing the WuGao Gauntlet goes bad, Po's reputation is destroyed and he is stripped of his status as Dragon Master.
It was shown that Tai Lung had survived his battle with Po. To enact his plan for revenge, he gathered multiple clans and gangs, including the Wu Sisters, to capture enough villagers so that their energy can power his new weapon, which would give him super strength.
Looking ahead to Kung Fu Panda 3, the next villain will be Kai (J.K. Simmons), a bull who is especially notable because he is the first supernatural big bad of the series.
In what was shown in story like flashbacks we can see they where much younger looking compared to when they where in Kung Fu Panda 2. This makes Shifu 60-70 years old and the 3 masters of gongmen city around about 40-50 years old themselves.
