His brother's presence, as well as the stare they exchange, serves as a threat that if Frank follows through with his planned testimony, retribution will be taken against his children, who are living in Sicily under Vincenzo's guardianship.
The two brothers exchanged a glance before the hearing was called to order. It was enough for Frank to get the message, and he recanted his testimony, blowing apart the government's case. As frank exited the room and passed both him and tom, Vincenzo gave a nod of approval to his brother.
Michael did not try to kill Frank Pentangeli, it was Rosatto Brothers who had the orders from Hyman Roth. Hyman Roth wanted revenge for the assassination of his protege Moe Green, and wanted to get rid of his biggest competitor, or 'partner' as he called it.

A rift grows between Pentangeli and Michael, however, that eventually results in Pentangeli betraying the family. Pentangeli's character was created in The Godfather Part II by Coppola and Puzo due to actor Richard Castellano not reprising his role as Clemenza in the sequel.
What was the significance of Frank Pentangeli's brother?
Frank was ready to implicate Michael at the senate hearing and that would have likely sent Michael to prison and broken the Corleone family. Vincenzo's appearance reminded Frank of the importance of the code of silence that was at the heart of a Sicilian whether they were in the mafia or not.

In The Godfather's Revenge, Tom Hagen is murdered by Nick Geraci in 1964. However, the supplements disc of the Blu-ray states that Tom Hagen died somewhere in the 1970s.
