But in Dead Man's Chest, it clearly states that Tia Dalma had bartered with Jack in exchange for this same compass. Not to mention, there are numerous times where Jack has betrayed the compass by giving it to various members of the crew in exchange for his own safety and 'leverage'.
Why does the compass not work in Pirates of the Caribbean?
So, we know that his compass points to whatever one wants most in this world, and Tia Dalma explains that it hasn't been working for him because the heart of Davy Jones is not his to possess in the first place.
It's notable, then, that when Commodore James Norrington arrests Jack and takes his compass, it points straight at Jack. This is likely because he's got Elizabeth safe by his side, and the one thing he wants more than anything is to see Jack behind bars.
With Will's help, Jack and the crew of the Pearl escaped, and it was on the Pearl that Will asked Jack for his compass. Jack agreed to give Will the compass, if he helped him find the key to the Dead Man's Chest.

Tia Dalma/Calypso needed all the Pirate Lords in order to assemble the Brethren, so they could release her from her human bonds; and so she resurrected the dead pirate captain Hector Barbossa, tricked him to retrieve Jack Sparrow from Davy Jones' Locker and summon a fourth meeting of the Brethren.
Jack sparrow did not die. He was struck at a place between life and death which is Davy Jones's locker. Elizabeth,Will along with help of Barbossa and Tia Dalma reached at the world's end( Davy Jones locker) to make Jack free from locker.
According to an answer to a question from this leaflet from the At World's End DVD: Will's father is not alive—he and all the other crewmen on the Dutchman are in a state between the living and the dead. However, when Jones returned to shore after ten years, Calypso failed to appear. Believing Calypso had betrayed him, a heartbroken and enraged Davy Jones turned the Pirate Brethren against her, saying that if she were removed from the world, they would be able to claim the seas for themselves.
Several years prior to the quest for the Fountain of Youth, Blackbeard attacked then magicking the Black Pearl into a bottle for good measure, along with the armada of other conquered ships.
William "Bootstrap Bill" Turner is the father of Will Turner. He left his family behind to make his fortune at sea, but never told them he was going to go about it as a pirate. Bill become a crewman of the Black Pearl, until after Captain Jack Sparrow was marooned on Rumrunner's Isle.
