Lightning screeches to a halt a few feet short of the finish line when he sees the King's state, remembering what happened to Doc. Chick speeds across for first place. Lightning goes back and pushes the King the rest of the way to the finish line, letting the famous competitor finish his last race with dignity.
Lightning, just about to win the race, sees what's happened and realizes helping The King is more important than winning the race. In a lovely Climactic Moment, he slams on the brakes, just before the finish line, allowing Chick to win. He then circles back to help The King finish his race.
The film follows a selfish and arrogant young racecar named Lightning McQueen who, on the way to the most important race of his life, becomes stranded in a forgotten town along U.S. Route 66 called Radiator Springs, where he learns about friendship and begins to reevaluate his priorities.
After the events of Cars, Doc continued to serve as Lightning's crew chief and mentor, until his death in between the events of Cars: Race-O-Rama and Cars 2.

Why isn t Chick Hicks in Cars 2?
Even though Chick didn't appear in Cars 2, players can download him for Cars 2: The Video Game. It was also unknown why he didn't appear in the second film, as it never revealed what really happened with him following his pyrrhic victory in the first film.
He was also so desperate to beat Storm in an early race in Cars 3 that he forces Guido to go faster in the pits and quickly goes back on the track. Pixar doesn't like acknowledging the majority of Cars 2 besides the World Grand Prix and I guess the dent being connected to Mater meant it was connected to the spy part of the movie (despite him getting it in Radiator Springs) and might've just took it out to ignore the film even more.
