I was rewatching the movies (the Renaissance is real) and during a conversation between Seneca and Snow, Snow is berating Seneca for giving Katniss an 11. Seneca responds that Katniss “earned it.” This seems to imply that the Gamemakers were impressed by her skills.
Why did Katniss have to take over as head of the family at age 12?
After Katniss's father died, her mother sank into a depression, leaving Katniss to take care of the family despite her young age. Katniss realized that, without her hunting, her family wouldn't have enough to eat, a serious problem in District 12, where starvation is common.

She needed something different in her life, and with Gale's link to Primrose's death, Katniss found a reason to cut ties. If Katniss ever wanted to find comfort again, she knew she had to return to Peeta for the long term.

Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule. The film annexes the briefly mentioned characters Madge Undersee, Mayor Undersee, Greasy Sae, and Venia.
With the last killing occuring before an hour had even passed, these games shocked the Capitol audience and are the quickest in the history of the games.
The 100th Hunger were the 5th Quinquennial Quell and were held in an arena known as "The American Nightmare" and lasted for 3 days. The main events were rotating weather. This year's victor was Tritica MacDonald, aged 17, from District 9.
l Peeta did it so that the citizens of the Capitol would be unhappy with President Snow/the Gamemakers. Because of course they would be outraged if they were going to kill one of their favourite victors AND her unborn child.
She asks Gale and his family to escape into the woods with her. He agrees happily, and confesses that he loves her. He is disappointed by her reply that she cannot love anyone romantically at such a perilous time. He is further angered when he finds out that Katniss plans to bring Peeta along into the woods.
