Protecting Him From Tony In Civil War If Steve didn't step in to protect Bucky and keep Tony from going after him, Tony might have ended up killing Bucky as that was his intent. Bucky didn't deserve to die in this way, so Steve was right to protect him.

2024- Bucky Barnes Is Granted A Conditional Pardon Shortly after Avengers: Endgame, Bucky Barnes receives a conditional pardon from the US government, forgiving him of his past actions as the Winter Soldier provided he attend mandatory therapy sessions. Apparently blown up by Baron Zemo, Bucky became a brainwashed weapon of the Russians until Captain America restored his memories with a Cosmic Cube. Since then, he has focused on making up for all the pain he caused as the Winter Soldier.
Even when Bucky was the villainous Winter Soldier, he was forced to commit evil acts due to the Hydra brainwashing and programming. This makes Bucky more of a tragic figure than a true villain, since he didn't choose to do anything evil.
As a villain, it made sense to present the Winter Soldier as unstoppable, to make him a better foil for the heroes he fought. With his reformation comes an increased vulnerability; physically weakening him helps the audience better identify with him and ensures he can't simply knock out opponents with one punch.
